This is a very serious problem that requires proactive action by municipal governments as well as their respective property owners. Rain spouts are one of the biggest culprits contributing to this problem. Homeowners and businesses are not permitted to deposit storm-water into sewer lines and encouraged to remove such connections from the sewer lines.
